(c)本項(xiàng)目的特定資格要求：3、本次采購(gòu)需要網(wǎng)上響應(yīng)，供應(yīng)商必須獲得上海市電子簽名認(rèn)證證書(shū)（CA認(rèn)證證書(shū)），根據(jù)《上海市政府采購(gòu)供應(yīng)商登記及誠(chéng)信管理（暫行）辦法》，為已在上海市政府采購(gòu)網(wǎng)登記入庫(kù)的供應(yīng)商；4、符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見(jiàn)》（滬財(cái)采〔****〕**號(hào)）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；5、須系我國(guó)境內(nèi)依法設(shè)立的法人組織；6、具有電力工程施工總承包三級(jí)及以上資質(zhì)，且同時(shí)具備“國(guó)家能源局監(jiān)管局（或國(guó)家電力監(jiān)管委員會(huì)）”頒發(fā)的承裝、承修、承試三級(jí)以上（含三級(jí)）電力設(shè)施許可證；7、具有建設(shè)部門(mén)頒發(fā)的《安全生產(chǎn)許可證》(有效期內(nèi)）；8、擬派項(xiàng)目負(fù)責(zé)人具有機(jī)電工程專(zhuān)業(yè)二級(jí)及其以上注冊(cè)建造師執(zhí)業(yè)資格及有效的安全考核證書(shū)；9、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測(cè)等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；**、本項(xiàng)目不接受聯(lián)合體響應(yīng)。

(c)Specific qualification requirements for this program:6. Having a third level or above qualification for general contracting of power engineering construction, and also possessing a third level or above (including third level) power facility license for installation, maintenance, and testing issued by the National Energy Administration Regulatory Bureau (or the National Electric Power Regulatory Commission); 7. Having a valid Safety Production License issued by the construction department; 8. The proposed project leader shall have a registered construction engineer qualification of Level 2 or above in mechanical and electrical engineering and a valid safety assessment certificate
